On Alcatel-Lucent base stations, support for 40 neighbors is not enabled by default. If pages 15 and 16 of the fci table are already full and more neighbor relations still need to be added, the 40-neighbor feature has to be turned on first.
Update the cell2 (SERIES 2 CELL) form
Log in to the Alcatel-Lucent OMP platform, open the OMP Shell, and enter apxrcv. When prompted, enter the form name cell2.
In cell2, only the BTS number is required, since this setting applies at the whole-site level.
Go to page 12 of the form, locate FORTY NGBR, and change its value to y.
Update the ceqface (CELL EQUIPAGE FACE) form
Open the ceqafce form. Here you must provide the specific sector number.
Then go to page 9 and find Maximum Neighbor List Number Sent to Mobile. Set this field to 40.
Update the fci (FACE CODE INFORMATION) form
Next, open the fci table and enter the specific sector number.
On page 21, find the following line:
Expanded (40) Neighbor Lists Enable .................. 569) n
Edit this line and change the value at the end to y.
After these changes are applied, the selected sector will have the 40-neighbor list feature enabled correctly, and additional neighbor definitions can then be added on page 19.
